Office of the Secretary of Defense

Information Management and Information Access Support

200+ Personnel
21 Workflows
16 KPIs Tracked

When you're managing information operations for the Office of the Secretary of Defense, there's no room for guesswork. Every document, every FOIA response, every archived page has to be right—and it has to be on time.

That's exactly the environment our team operates in. Working with QualX as the prime contractor and Kenney Business Solutions (KBS) as the main subcontractor, we staff more than 200 personnel across 21 distinct workflows—covering information management, digitization, records research, and FOIA/Privacy Act processing. We track everything against 16 KPIs, because when you're working at this scale and sensitivity, "we think it's going well" isn't good enough.

The Challenge

If you've ever tried to keep multiple high-volume workflows running in parallel—each with different stakeholders, different review chains, and different sensitivity requirements—you know how quickly things can unravel. Requests come in through multiple channels. Review equities overlap. And everything you produce is subject to external oversight, appeals, and scrutiny.

The real challenge isn't just speed. It's maintaining control, traceability, and quality across all of it simultaneously—because every output has to be defensible, and every decision has to be traceable.

How We Approached It

We didn't try to reinvent the wheel. We built structured workflows with clear quality gates and routine performance reporting—so instead of putting out fires, leadership gets predictable execution they can trust. That covers digitization and archive support, records research, and information access processing across a range of request types.

What We Delivered

  • Enterprise-scale information management—controlling, preserving, and retrieving records across one of the most demanding environments in the federal government
  • Digitization and archival operations that improved accessibility without compromising control over official records
  • FOIA, Privacy Act, and Mandatory Declassification Review (MDR) processing—including appeals support
  • Records research for both operational and official requests, handled consistently and on schedule
  • Workflow management and performance reporting that gives leadership real-time visibility into production, accountability, and execution quality

The Numbers That Matter

Scale & Throughput

105Mpages tracked and reviewed
37Mpages scanned
600K+pages archived per month
10+ TBplaced in electronic repository

Quality & Risk Control

98%accuracy for digitization & indexing
95%AQL for prepublication & security review
0unauthorized releases reported

Measured Productivity

+156.7%requirement determinations
+26.8%package reviews
+45.1%completed task actions
+51%total pages closed YoY

Information Access

501FOIA cases processed (FY23), backlog reduced 60%+
309taskers closed (FY24)—24% of all OUSD(P) taskers

Why It Matters

Here's the bottom line: this is what it looks like when information management works the way it should. Complex workflows stay predictable. Quality stays high even when volume spikes. And leadership has the visibility to know exactly where things stand—without having to chase it down.

If your agency is dealing with backlogs, compliance pressure, or information operations that feel like they're held together with duct tape, we've been there. We know what it takes to build something that actually scales—and we have the track record to prove it.

U.S. Department of State

Records Service Center & Electronic Records Service Center Support

20M+Electronic Records
5/5Service Score
9,346Containers Processed

When your records operations span domestic offices, overseas posts, and a FileNet-based repository holding more than 20 million permanent electronic records, you can't afford for anything to fall through the cracks. That's the reality for the Department of State—and it's the environment where our team operates every day.

Kenney Business Solutions (KBS), in partnership with QualX and Koniag, supports the DOS Records Service Center (RSC) and electronic Records Service Center (eRSC), sustaining enterprise records operations and information access that keep the Department's global footprint running reliably and defensibly.

The Challenge

DOS executes high-volume records operations across both physical and electronic holdings—and accuracy and lifecycle control can't be optional. In a typical month, the team's workload includes validating and correcting about 70 DS-693 retirement transmittals, executing roughly 28 logistics trips moving around 500 boxes, coordinating retrieval support with the Washington National Records Center for about 300 boxes, and sustaining FOIA/PA processing support.

The challenge is keeping all of that moving—accurately, on schedule, and with full traceability—across a global enterprise where the stakes are high and the margin for error is low.

How We Approached It

We didn't just keep the lights on. We built structured intake, tracking, and review processes designed for consistency at scale—and then we kept improving them:

  • Front-End Accuracy & Auditability: Proper DS-693 validation, synchronized physical intake with eRSC ingestion, and reliable chain-of-custody and RIMS tracking
  • Records Compliance Program: Designed by QualX to improve quality and completeness of global post submissions—implemented through resource reallocation with no added cost, driving measurable compliance increases
  • Customer Service & Feedback: Introduced a department-wide Customer Service Survey, consistently earning 5/5 ratings
  • Digitization for FOIA Continuity: Established a digitization workflow converting incoming paper FOIA materials, enabling uninterrupted case processing even during remote operations
  • Operational Governance: Monthly reporting and periodic operational reviews to support continuous improvement and informed decision-making
  • Targeted Training & Support: Records retirement training and direct post assistance to improve submission accuracy and reduce incorrect retirements

What We Deliver

  • Full lifecycle execution—retirement processing, storage, retrieval/delivery, transfer, and destruction—fully logged and traceable
  • Electronic records stewardship for more than 20 million permanent holdings in eRSC
  • FOIA/PA support with administrative and analytical assistance to improve IPS case throughput and reduce bottlenecks
  • NARA and repository transfers, including ERA transactions and quarterly NARA submissions
  • Ongoing compliance and customer insight that strengthens records submission quality and captures user feedback for program refinement

The Numbers That Matter

Scale & Throughput

20M+permanent electronic records in eRSC
9,346containers processed
2,656lots retired
8,472service requests fulfilled

Operational Performance

~70DS-693s validated monthly
~500boxes moved per month (28 trips)
~300WNRC box retrievals per month

Quality & Compliance

73%fully or partially compliant post submissions
5/5customer service score average

Capacity & Flexibility

1,071boxes moved vs. 400 goal (nearly 3×)
7,186USAID boxes absorbed and processed

Why It Matters

Our team has enhanced and strengthened the Department's ability to manage high-volume, mixed-media records—improving global post compliance and maintaining FOIA/PA operations in any environment. By stabilizing core lifecycle processes and reinforcing governance across physical and electronic holdings, we provide reliable access to mission-critical records.

The team has earned consistent commendations from DOS offices for responsiveness, accuracy, and mission support. If your agency needs records operations that are reliable at scale and defensible under scrutiny—we've built that, and we keep building on it every day.

Joint Staff Declassification Branch

Consolidated Declassification and Freedom of Information Act Support

1.5MPages/Year
770Requests/Year
6Review Types

Declassification isn't just a records exercise—it's high-consequence information release. Every action carries hard suspenses, multiple equities, and strict quality expectations. And every decision has to be defensible under scrutiny.

QualX leads this effort with Kenney Business Solutions (KBS) as a first-tier subcontractor. Together, our team provides declassification review, action processing, and action tracking for the Joint Staff Declassification Branch across six review types: Automatic Declassification Review (ADR), Freedom of Information Act (FOIA), Mandatory Declassification Review (MDR), Security Review (SR), Foreign Relations of the United States (FRUS), and Special Review.

The Challenge

For an agency like Joint Staff, declassification isn't a box-checking exercise. Actions move from intake through review, referrals, coding, archiving, and Government decision—each step with hard suspenses, multiple review equities, and strict quality expectations. One mistake in this environment doesn't just slow things down—it can have real consequences.

The challenge is building a production model that moves at pace while keeping every decision defensible and every action traceable from receipt to final disposition.

How We Approached It

Our execution is grounded in defensible decisions and a predictable flow. We standardize action packages, enforce disciplined referral and coordination routines, and maintain end-to-end traceability from receipt to final disposition.

We engineer quality into production through a formal Quality Control Program and plan, with defined acceptability thresholds and corrective action should standards not be met. This isn't quality as an afterthought—it's built into every step of the process.

What We Delivered

  • Records management support for Declassification Branch record collections, preparing holdings for controlled handling and disposition
  • eDiscovery support for ongoing legal proceedings
  • Declassification review and action processing across all six review types—including package preparation, suspense management, and coordination with JS directorates and SMEs
  • FOIA processing and archiving support with stringent Government quality assurance review and strict acceptability thresholds
  • End-to-end tracking and reporting across all open actions, including status tools, referral tracking, and production reporting

The Numbers That Matter

Annual Workload

770declassification requests per year
385FOIA requests
270MDR requests
100+SR, FRUS & Special Reviews

Production Scale

1.5Mpages reviewed per year
420+FOIA cases processed annually

Operational Throughput

35FOIA taskers per month
25K+referral pages reviewed per month
300K+referral pages reviewed annually

Why It Matters

What we deliver is a resilient, defensible release engine that functions across multiple review lanes: two-tier automatic declassification reviews that validate determinations, FOIA and referral actions packaged for adjudication with exemptions, redactions, and Legal Counsel integration, and records management that produces NARA-ready indexing with correct SF 715 documentation.

This model gives the Joint Staff an accurate, audit-ready, scalable declassification engine—one that scales across mission sets requiring disciplined, defensible release decisions. If your agency needs a declassification operation that runs at pace without cutting corners, we've built exactly that.
